Knot spacing for tau neutrino cross-section splines

Knots are distributed logarithmically in energy. Dan complained that for tau neutrino cross-section splines the spacing is sparse close to the threshold (if the same number of knots is used for all species). An obvious workaround is to generate the tau and electron/muon neutrinos cross-section splines separately, with a different number of knots on each.
